What Is a BHASO?

Get Behavioral Health Support in Region 1

Rocky Mountain Health Plans is the Behavioral Health Administrative Service Organization (BHASO) for Region 1 in Colorado. That means we help connect people with behavioral health services, including crisis support, mental health care, substance use treatment, and care coordination. These services are available to people who need them, no matter how serious their situation is or whether they can pay.

As the BHASO for Region 1, we work with providers and community partners to make sure children, teens, and adults can access the behavioral health care and support they need. Our goal is to help people find the right services at the right time, from prevention and ongoing treatment to crisis care and recovery support.

The BHASO regions are the same as Colorado Medicaid’s regional organizations (RAEs). If you live in Regions 2, 3, or 4 (shown on the map), your BHASO is Signal. You can contact Signal by calling 888-607-4462 or visiting signalbhn.org.

Programs for Children, Youth, and Families

High Fidelity Wrap Around (HFW) is an evidenced-based program that supports children and youth up to age 21 with high-acuity behavioral health needs. Through HFW, families receive wraparound support for an average of 12-18 months aimed at reducing out of home placement and addressing emotional, behavioral, safety and mental health difficulties. Services are available for youth residing in the following counties: Archuleta, Delta, Grand, Jackson, Montrose, Moffat, Ouray, Rio Blanco, Routt, San Miguel and Summit counties.

A Crisis Resolution Team supports a youth and their family post-behavioral health crisis. The time following a crisis can be especially difficult, and the program is designed to provide intensive, short-term (6-8 weeks), in-home services and linkage to ongoing supports. In Region 1, services are available for youth residing in Mesa, Delta, Montrose, La Plata, Montezuma, Fremont, Custer, Lake, and Chaffee counties.

The Children and Youth Mental Health Treatment Act (CYMHTA) allows qualifying families access to mental health treatment services for their child or youth. CYMHTA funding can be available when there is no other appropriate funding source for treatment, such as Medicaid. Our CYMHTA Clinical Care Coordinator and Liaison can help you determine whether CYMHTA may be the right fit for your child or youth’s circumstances.

Basic eligibility criteria for the Children and Youth Mental Health Treatment Act includes:

  • Must have a mental health diagnosis
  • Must be at risk of out-of-home placement
  • Isn’t eligible for Medicaid
  • Accesses the program prior to their 18th birthday
  • Doesn’t have a pending or current dependency and neglect action with child welfare

Family First Prevention Services Act (FFPSA) requires the use of an Enhanced Standardized Assessment (ESA) to determine the level of mental health care that a youth may need. An ESA includes a biopsychosocial assessment and the Child and Youth Needs and Strengths (CANS) tool. ESAs can be requested by county Department of Human Services agencies and Department of Youth Services. County DHS or DYS staff can learn more about the process or place a referral for an ESA by emailing rmhpffpsa.support@uhc.com.

Crisis Services

Mobile crisis services are available 24/7 to any person in a behavioral health crisis by dialing or texting 988 to reach the 988 Colorado Mental Health Line. When you’re connected to 988, you will receive free, immediate, and confidential support from a trained specialist who will assess the crisis and, when needed, send a crisis professional to your location for support. This can be to your home, school, park, community setting, or wherever you designate.

Crisis stabilization units (CSUs) are short-term (up to seven days) intensive services for individuals in crisis who meet specific criteria. They provide a safe and secure environment so individuals can stabilize and return to their community as quickly as possible. Region 1 CSUs are located in Montrose and Pueblo.

Crisis walk-in centers (WICs) are available 24/7 to individuals in crisis looking for in-person support. You will be seen within fifteen minutes of your arrival and receive screening, assessment, triage, crisis intervention and stabilization, and access to resources. Region 1 WICs are located in Montrose and Pueblo.

Crisis respite services are facility-based services that allow individuals in crisis to be supported in a 24/7 setting. Individuals can be seen for up to 14 calendar days and receive crisis intervention and stabilization, case management, resources, and referrals. Region 1 respite locations are in Pueblo and Durango.

Substance Use Services

If you or someone you care about is struggling with alcohol or drug use, help is available. RMHP connects adolescents and adults in Region 1 with substance use treatment and recovery services, no matter where they are in their recovery journey.

Our care coordination team can help you find the right care, answer questions, and connect you with available resources. They can also help address barriers that may make it harder to get treatment. Care coordination is available at no cost, regardless of whether you have health insurance. 

We help connect individuals who are seeking care to providers in our provider network. We work with these providers to fund services for individuals who are uninsured or underinsured and for any services not covered by Medicaid or other insurance.

Services include:

  • Residential treatment
  • Withdrawal management
  • Outpatient treatment
  • Medication-assisted treatment
  • Peer services
  • Recovery support services
  • Recovery living communities.

Our goal is that providers in our network offer quality, timely, and affordable care. We want to hear from you about your experience.

If you have a complaint or a concern about the quality of your care, please email bhaso.quality@uhc.com. Be sure to include your name, the best way to contact you, and a summary of your concern. We will contact you within one business day of receiving your complaint or concern.

Funding Opportunities

On occasion, state-funded grants may be available to support organizations working to expand access to substance use treatment and recovery services, particularly in underserved communities. New opportunities and award updates will be posted here as they become available.
