The leadership team at Rocky Mountain Health Plans, a United Healthcare Company, helps people live healthier lives and strives to make the health care system work better for everyone through service to our Members, our communities, healthcare providers, and our community partners.
RMHP Leadership Team
Patrick Gordon is the Chief Executive Officer (CEO) for Rocky Mountain Health Plans (RMHP) in Colorado, a UnitedHealthcare Company. UnitedHealthcare serves 6.4 million Medicaid members in 31 states and Washington, D.C. Patrick has led reform efforts in the Colorado market for practice transformation, payment reform and technology adoption to help make the healthcare system work better for everyone.
Prior to becoming CEO, Patrick served as RMHP’s Vice President where he developed a statutory program known as Payment Reform for Medicaid Enrollees (PRIME), which significantly enhances payments for primary care, integrated behavioral health and quality improvement, while producing a net savings for Colorado taxpayers.
Dr. Lisa Latts
Dr. Lisa Latts serves as Chief Medical Officer (CMO) and is responsible for the clinical vision and strategy for all of the Colorado health plans. Dr. Latts previously served as CMO for the Colorado Department of Health Care and Financing (HCPF) and has broad experience in alternate payment models, value-based contracting, and health system transformation. She has a deep commitment to make the healthcare system work better.
She is trained in internal medicine and is on faculty at the University of Colorado where she cares for pregnant women with medical complications.
Dr. Latts chairs the Standards Committee for the National Committee for Quality Assurance (NCQA) and recently served on the board of directors for SSM Health.
As the Vice President of Clinical Services for RMHP, Todd Lessley oversees care management, utilization management, quality improvement and the practice transformation team. His teams are dedicated to transforming healthcare through cross-disciplinary care coordination and the development of innovative programs designed to improve population health, decrease per capita costs, and enhance the member experience.
Todd believes everyone deserves access to high quality healthcare services and is committed to developing programs designed to eliminate barriers to access.
Todd brings a vast range of experience in process and quality improvement, population health management, alternative payment models and health care policy. Todd is a registered nurse, has a Master’s of Public Health (MPH) degree, and speaks fluent Spanish.
David Mok-Lamme is the Vice President of Data Systems and Strategy for Rocky Mountain Health Plans. His division develops data driven solutions to promote member health, provider innovation, and system efficiency. David works with his team to create new systems, monitor key trends, and identify actionable opportunities to improve health outcomes for the Colorado health plan’s members.
David was hired as an analyst on the community integration team where he created and led value-based network strategies for RMHP’s Medicaid behavioral health program.
Prior to joining RMHP, David conducted research at the Federal Reserve Bank of Philadelphia on the impacts of legalized marijuana on neighborhood crime in Denver. David received his degrees in economics and mathematics from Swarthmore College.
As Vice President of Network Strategy and Operations, Dale Renzi’s division manages, administers, and implements payor contracts with the company’s provider network. In addition to contracting, his team credentials providers, manages relationships, and configures contracts, benefits, and business rules in the Colorado health plan’s claims system.
Dale has over 25 years of health insurance knowledge. He has worked as provider relations representative, a business analyst in IT, managed the original configuration team, and has served as RMHP’s Director of Provider Network Management.
Dale is passionate about making health benefit plans work well for members and providers through the convergence of data, positive working relationships through strategic engagement with providers, good communication, and quality care.
Alyssa Rose serves as Executive Director and Chief Compliance Officer for RMHP. She has extensive experience in health plan operations, compliance, project management, and strategic planning.
As Chief Compliance Officer, Alyssa ensures the company meets all federal guidelines and contract requirements. As Executive Director, Alyssa is responsible for the performance of DSNP and Medicare plans—and RMHP’s mission to ensure that beneficiaries have access to affordable, high-quality care and enhanced benefit options.
Prior to joining RMHP, Alyssa fulfilled leadership roles for Anthem and Beacon Health Options in Colorado. She also has experience leading programs in New England, such as Community Health Options, a cooperative health plan in Maine and New Hampshire. Alyssa earned her Juris Doctorate and Master’s in Social Work from the University of Connecticut.
Rose Stauffer is an accomplished executive-level finance professional serving as Rocky Mountain Health Plan’s Chief Financial Officer (CFO). Early in her career she focused on manufacturing where she implemented strategy based on in-depth financial analysis at companies such as Technicolor and Amgen. She has continued to deliver exceptional leadership as Health Plan CFO, most recently at Aetna.
She is skilled at explaining complex financial solutions and collaboratively developing processes around revenue risk-sharing and key metrics. Rose brings to RMHP over twelve years of experience navigating the financial complexities of Medicaid.
Rose has a Bachelor of Arts, Business Economics degree from the University of California, Santa Barbara, and is a licensed Certified Public Accountant.
Meg Taylor serves as Vice President of Community Integration for Rocky Mountain Health Plans (RMHP) in Colorado. Meg leads Medicaid, behavioral health, human services and whole person health strategies for RMHP. In addition to clinical behavioral health and child welfare experience, Meg has extensive expertise with practice-based quality improvement, care coordination, and public programs.
Prior to joining RMHP, Meg worked and provided leadership in a diverse variety of settings—as an independent clinician, in provider-led managed care and community mental health settings, as well as major private payer organizations, fulfilling care coordination and behavioral health objectives.
Meg is committed to helping all individuals access high-quality health care and services that contribute to and support overall well-being.
Monika Tuell has nearly 30 years of operational and management experience in health care across Colorado. As the Chief Operating Officer (COO) for Rocky Mountain Health Plans, she manages customer service, claims, I.T., membership enrollment and billing, program reconciliation, program management, human resources, support services and security. Monika also serves as the capital business owner for RMHP in the enterprise for all lines of business.
Before becoming COO, she was the Senior Director of Business Operations and successfully led the development, infrastructure, and implementation to create a project management office. She also oversaw data operations and program reconciliations teams.
Monika Tuell serves on the board of HopeWest and volunteers with various activities in her community.
Michelle Walker is the Vice President of Individual and Commercial Market Strategy where she oversees all commercial lines of business including product development, administration, and regulatory compliance. Michelle has extensive experience in the small and large employer group markets in addition to leading the recent expansion and growth of the company’s individual and family product line in the state of Colorado.

Mission in Action
Rocky Mountain Health Plans aspires to be “a backbone in the background” of the communities we serve. We work hard to make a positive difference, however challenging circumstances can be. At the height of the COVID pandemic, RMHP was honored to support a test and vaccination pop-up site in partnership with MarillacHealth (a Federally Qualified Health Center) in Clifton, Colorado. With hard work, Marillac and community volunteers created a drive through service at a local high school to delivering over 10,000 COVID vaccinations to people who might not otherwise have been able to access care.
In additional to financial assistance, Rocky employees volunteered their time and talent – supporting door-to-door outreach for appointment registrations and mixing vials of vaccines. We exist to support our partners, colleagues and neighbors in everything we do.
