John Hopkins, R.Ph.—Chief Executive Officer
John P. Hopkins, R.Ph., is Chief Executive Officer of Rocky Mountain Health Plans (RMHP). Hopkins joined RMHP in 1986 as head of the pharmacy department. In July 2001, the Board of Directors selected Hopkins to serve as President and CEO. In July of 2008, he resigned the position of President but continues to serve as the organization’s Chief Executive Officer.
Prior to joining RMHP, Hopkins served in various pharmacist positions in retail organizations and medical institutions such as St. Mary’s Hospital, Skaggs Pharmacy, and the Veterans Administration Hospital.
During his tenure with RMHP, Hopkins has served as the President of the Academy of Managed Care Pharmacy, a national organization of managed care pharmacists, and as President of the Colorado HMO Association. Currently, he serves on several national, state, and local boards, including America’s Health Insurance Plans, the Colorado Association of Health Plans, the Grand Junction Economic Partnership, and the Grand Junction Area Chamber of Commerce. He is a governor’s appointee to the Board of Directors of CoverColorado.
In May 2005, Hopkins was named Honoree of the Juvenile Diabetes Research Foundation’s Journey to a Cure Dream Gala and received the Commitment to the Dream award.
Hopkins holds dual bachelor degrees in Pharmacy and Psychology from the University of Wyoming and was a clinical pharmacy intern at Veterans Administration Hospital in Palo Alto, CA.
Steve ErkenBrack—President
Steve ErkenBrack was appointed President of Rocky Mountain Health Plans by the company’s Board of Directors July 1, 2008. Previous to this position, he served as Vice President of Legal and Government Affairs for Rocky Mountain Health Plans, bringing more than 20 years of experience as a trial attorney with an emphasis on health care, civil litigation, and government issues. Other notable positions include serving as Colorado’s Chief Deputy Attorney General and as Mesa County's elected District Attorney.
Steve was appointed by the legislature to serve on Colorado’s Blue Ribbon Commission for Health Care Reform, and he is Chair of Club 20’s Health Care subcommittee. In past years, Steve has served as Chairman of the Board of Law Examiners for the Colorado Supreme Court, as President of the Colorado District Attorneys Council, and as a member of the Board of Governors of the Colorado Bar Association.
Steve received his undergraduate education at the U. S. Naval Academy and Washington & Lee University, and has a Juris Doctor degree from the University of Colorado.
Laurel Walters—Chief Operating Officer
Laurel Walters serves as the Rocky Mountain Health Plans (RMHP) Chief Operating Officer. In her role, she is responsible for overseeing all components of the organization's operational functions that include Customer Satisfaction, Professional Payment and Recoveries, Information Technology, Professional Relations, Quality Improvement, Pharmacy and Home Health.
Ms. Walters joined RMHP in 2001 as Director of Front Range Provider Administration. In that role, she brought more than 16 years of Colorado health plan experience to the organization. Previous positions include leadership roles in regulatory affairs, marketing, and service integration at PacifiCare Health Systems, TakeCare, FHP Health Care, and Comprecare.
Since joining RMHP, Ms. Walters has contributed to the expansion and growth of Rocky Mountain Health Plans on the Front Range. In addition to her responsibilities as COO, Ms. Walters chairs the RMHP Operational Excellence Implementation Team.
Pat Duncan—Chief Financial Officer
In 2002, Patrick Duncan, CPA joined Rocky Mountain Health Plans as the Director of Finance. In September 2003, he assumed the role of Chief Financial Officer (CFO). His previous experience includes management and administration of audit and transaction engagements; oversight, preparation, and distribution of financial, accounting, administrative reporting, compliance and risk management; and budgeting and forecasting at such companies as Coopers & Lybrand and Republic Resources, Inc.
Mr. Duncan received a Bachelor of Science degree in accounting in 1988 and has been a CPA since 1990.
Jan Rohr—Vice President, Human Resources and Corporate Services
Jan Rohr has been with Rocky Mountain Health Plans since October 1991 and is responsible for developing strategy and monitoring performance related to human resources, training and development, organization changes, purchasing, and facilities management. Her previous experience includes Security Life of Denver in addition to sales, recruiting, and consulting on personnel issues in the temporary help industry. She has also owned and managed a full-service commercial print shop.
Jim Swayze—Vice President and General Manager, Front Range Operations & President and Chief Executive Officer, CNIC Health Solutions, Inc.
Jim Swayze serves in the role of Vice President and General Manager of Rocky Mountain Health Plans Front Range operations, a position he has held since 2001. Additionally, in May of 2007, Mr. Swayze became the President and Chief Executive Officer of CNIC Health Solutions, Colorado’s largest third party administrator of employee benefit plans. He has served as a member of the CNIC Board of Directors since 2004, when CNIC became a wholly-owned subsidiary of Rocky Mountain Health Plans.
With more than 20 years of self-funded and fully-insured health care experience in the Colorado marketplace, Mr. Swayze brings to RMHP and CNIC extensive leadership capabilities and the ability to develop strong and positive working relationships with employers, brokers, and providers.
Mr. Swayze holds a Bachelor’s Degree from Ursinus College, where he majored in Economics and Business Administration.
David S. Herr MD FAAP—Chief Medical Officer
David S. Herr is the Chief Medical Officer of Rocky Mountain Health Plans. He earned his BA degree at Princeton University and his medical degree at the University of Pennsylvania School of Medicine. After completing an internship at York Hospital, York, PA, and two years of practice in rural southern Colorado, he completed a residency in Pediatrics at the University of Rochester, Rochester, NY. He is certified by the American Board of Pediatrics and is a Fellow in the American Academy of Pediatrics. Dr. Herr practiced Pediatrics in Grand Junction, Colorado from 1975 until 1996. He is a Clinical Associate Professor Emeritus in the Department of Pediatrics at the University of Colorado School of Medicine.
Dr. Herr joined Rocky Mountain Health Plans as an Associate Medical Director in 1993 and was appointed Chief Medical Officer in 2005.
